在我国“一带一路”倡议背景下，中国与哈萨克斯坦(以下简称哈国)在医疗卫生领域的合作不断深化。医疗卫生作为关系国计民生的重要领域，成为双边合作的新热点。本文从宏观战略角度分析哈国骨科领域现状与挑战、中国骨科领域发展现状与区位优势，以及中哈两国在骨科领域开展合作交流的情况。在此基础上，评估两国政府之间在骨科领域的合作政策框架，探讨中哈两国在骨科领域的合作潜力和多元化模式，包括联合科研、远程医疗、人员互访培训、医院共建等。中哈两国在骨科领域的合作契合“一带一路”卫生健康共同体建设目标，双方优势互补，合作前景广阔，模式多样，应通过制度化机制将战略共识转化为务实成果，为两国人民健康福祉与区域医疗水平提升做出贡献，为中国-中亚地区医疗卫生领域合作树立典范。
Abstract：In the context of China′s Belt and Road Initiative, cooperation between China and Kazakhstan in the field of health care has been deepening. As an important field related to national economy and people′s livelihood, healthcare has become a new hot spot of bilateral cooperation. This paper analyzes the current situation and challenges of orthopaedic field in Kazakhstan, the current development of orthopaedic field in China and its regional advantages, as well as the cooperation and exchanges between China and Kazakhstan in the field of orthopaedic field from the macro-strategic point of view. On this basis, it evaluates the policy framework of cooperation between the two governments in the field of orthopaedics, and explores the potential and diversified modes of cooperation between China and Kazakhstan in the field of orthopaedics, including joint scientific research, telemedicine, exchange of personnel visits for training, and joint construction of hospitals. The cooperation between China and Kazakhstan in the field of orthopaedics is in line with the goal of the "Belt and Road" health care community, and the two sides have complementary advantages, broad prospects for cooperation, and diversified modes of cooperation, which should be institutionalized to transform the strategic consensus into practical results, contributing to the health and well-being of the people of the two countries and the improvement of the regional medical level, and setting a good example of cooperation in the field of health care in the China-Central Asia region.
